Kayla Westerlund leads the permitting program for the District. Kayla works with the permitting team to provide technical assistance and customer service related to the administration of permits for water resources and implementation of the Wetland Conservation Act. Kayla strives to provide a streamlined experience for permit applicants while building partnerships with public and private stakeholders to improve water quality, restore ecological integrity, and promote thriving communities. She has a B.S. in Environmental Science and is currently studying for a M.A.Ed in Natural Science and Environmental Education and Climate Literacy.
