MINUTES OF THE PERSONNEL COMMITTEE MEETING OF THE WHOLE
MINNEHAHA CREEK WATERSHED DISTRICT
BOARD OF MANAGERS
August 9, 2010
CALL TO ORDER
The meeting of the Personnel Committee of the Whole was called to order by Personnel Committee Chair Shekleton at 5:35 p.m. in the Spring Room of the Doubletree Hotel, 1500 Park Place Boulevard, in St. Louis Park, Minnesota. Manager Shekleton provided an overview of the meeting, and asked that Mr. Smith facilitate the meeting in order to allow all managers to participate fully in the discussion.
MANAGERS PRESENT
James Calkins, Pamela Blixt, Brian Shekleton, Richard Miller, Lee Keeley, Jeff Casale and Mike Klingelhutz.
MANAGERS ABSENT
None.
OTHERS PRESENT
Eric Evenson, District Administrator; Sara Noah, Human Resources consultant; and Louis Smith, District Counsel.
DISCUSSION & COMMITTEE ACTION
The managers reviewed the Administrator’s job description, and issues concerning board responsibilities, roles, and involvement. Ms. Noah reviewed the Administrator’s 2009 review summary report, and follow-up actions and objectives. The managers discussed Mr. Evenson’s performance as Administrator.
Following discussion, it was moved by Manager Shekleton, seconded by Manager Calkins, to affirm the retention of Mr. Evenson as Administrator, and to recommend that the Board of Managers direct the Personnel Committee to take the following actions:
- 1. Performance of a staff workload analysis;
- 2. Retention of a consultant to recommend an organizational development model for District staffing;
- 3. Review and recommend appropriate expansion of the duties of the Operations Manager;
- 4. Review of the administrative/clerical needs of the District, with possible expansion of the current part-time secretarial position to full-time; and
- 5. Commitment to regular annual reviews of the Administrator, with quarterly progress discussions with the Personnel Committee.
Upon vote, the motion carried.
ADJOURNMENT
There being no further business, the meeting of the Personnel Committee of the Whole was adjourned at 9:20 p.m.
